When using the CMD as administrator you are accessing controls for the operating system.
If you do not access the administrator side your accessing just the controls tools such as (msconfig) for the system start-up utilities.

Browse the root of your system drive, and you may find one or two sizable directories -- $Windows.~BT, and $Windows.~WS. These are hidden folders that contain the Windows install files (make sure Windows is set to show hidden files if the folders aren't visible). While you can just delete large folders, the best way to remove them and regain space is by using the built in Disk Cleanup tool.
Click Start and search for Disk Cleanup. Right-click the application that appears, and select Run as administrator. Select the drive you want to clean up -- this should be your system drive -- and click OK.
Click on Clean up system files, and select the drive again. In the list you’ll see Temporary Windows installation files. If this contains a sizable number of files, select it and click OK to remove the contents. This will clean out everything in the $Windows.~BT folder, but not in the $Windows.~WS directory (Disk Cleanup doesn’t target this particular folder at the moment). You can delete it manually though.
As for preventing the files being downloaded again, go to Start > Control Panel > Programs > Uninstall or change a program. Click View installed updates on the left. Use the search box to locate the following updates: KB3035583, KB2952664, and KB3021917 (Windows 7) or KB3035583 and KB2976978 (Windows 8). Right-click each one and select Uninstall. When done, go to System and security in the Control Panel, and select Windows Update > Check for updates. Right-click each of the above updates in turn and select Hide update.

Windows 10 has both the Explorer 11 and the latest Edge.
Edge has issues on some websites and that can be quit annoying. You be unable to browse certain web pages and you become limited. The good news is that windows 11 still has full browsing functions and it even has it moments.
Microsoft Windows has introduced Cortana which is a voice recognition app inside of Windows 10 which is an OK feature. It works well with Edge when you seeking out information online they tend to work well together. It also comes in handy when you want to open up other programs like Word, Excel or another office programs. Just say 'open' and which program your are wanting to use.
Google Chrome still has the best Favorites or Bookmarks process of any browsers out here. However there is one small detail it is still under attack by malware shopper bugs that will trip you up every now and again. The fix is to start Task Manger and end the Chrome process. Bummer... There are several other browsers pushing to rank with these, like Firefox, Opera jut to name a couple but there is one that is not highly recognized and it is called Yandex.
Yandex has security protocols that are built into this formidable browser are hard to beat! None of the above browsers can even come close however one would think so. It imports your bookmarks or favorites from all the above browser with ease. For me the one draw back is the start-up of the browser a bit slow but once it is open it is a dream.This browser has many cool functions it is worth looking into if you like secure browsing.
