How to enter CMD as administrator for window 10

1. Right click on start 
2. Click Command Prompt (Admin) DONE...

When using the CMD as administrator you are accessing controls for the operating system.

If you do not access the administrator side your accessing just the controls tools such as (msconfig) for the system start-up utilities.
